What is a quality website to you, may be a more appropriate question.  What is classified as “quality” may be a matter of opinion to some.  To us, a quality website is one that accomplishes the goals you have set for it from the start.  A quality website works with you and for you.  It also is easy to navigate through for your visitors.  A quality website can be tracked, it lets you know that it is working.  Though a website may be intangible it is something that produces results you can see.  Make sure your developer knows your business and it’s vision before the work begins.  Your website should reflect who you are and what your goals are, then it should accomplish those goals.  It’s what you pay for, it’s what you should get.
